VILLAGE OF BROOKLYN. —
ABSTRACT
OF THE ACT OF INCORPORATION, PASSED APRIL, 1816.
Boundaries —That part of the town of Brook- lyn, heretofore called the “Fire District,” and which, in the year 1816, was incorporated by an act ge Bs toon powers in the inhabitants, and therein ca the “Viniace or Brooxtyn,”’ is

Powers of the inhabitants.—-The freeholders and inhabitants are declared a body corporate, and “are by law capable of purchasing, holding, and conveying, any estate, real and personal, for the use of the said village, (provided the said estate be within the limits of the said village) and of erect- ing any public buildings for the use of the said village, and of raising money by tax for erecting such public buildings, hasing such real or per- sonal property, or making any necessary repairs or improvements, procuring fire-engines and other implements for extinguishing fires, and for making a reasonable compensation to the officers of the corporation.” ; Powers of the Trustees—The Trustees, or a major part of them, are empowered “ to make, or- dain, constitate, and publish, such prudential by- laws, rules and regulations, as they from time to time shall deem meet and proper ; and such in par- ticular as relate to the public markets, streets, al- leys, and highways of the said village; to drain- ing, filling up, levelling, paving, er a eho and keeping in rthe same; to slaughter-houses, rei of ill fame, and nuisances generally ; _rela- tive to a village-watch, and lighting the streets of the said village; relative to restraining geese, swine, or cattle of any kind ; relative to the better improvement of their common lands; relative to the inspection of weights and measures, and. assize of bread; relative to erecting and regulating hay- scales; relative to the licensing of -public porters, eartmen, hackney-coachmen, gaugers, weigh-mas- ters, measurers, inspectors of ‘beef and pork, of wood, of staves and heading, and of lamber ; rela-

tive to public wells, pumps, and reservoirs or cis- terns of water, to be kept filled for the extinguish- ment of fires ; relative to the number of taverns or inns to be licensed in said village; and relative to any thing whatsoever that may concern the public and oe government of the said village; but no such by-laws shall extend to the regulating or fix- ing of the prices of any commodities or articles of provision, except the article of bread, that may be offered for sale.”
ABSTRACT OF AN ACT TO AMEND THE ACT OF IN- CORPORATION, PASSED APRIL 9, 1824.
Every white male inhabitant between the ages of 20 and 60, who possesses a personal estate of $150 value, and is not exempted from serving on juries, shall be liable to serve as jurors within the | village.
The Trustees may order the pitching, paving,
and altering of streets, and the cleansing and ate | ing of vaults, and cause equitable assessments to be
made on all houses and lots benefitted thereby, for the payment of such improvements.
The Trustees are (on application in writing of a majority of the persons who are intended to be benefitted thereby, or whose property shall be as- sessed for the payment of the expense attending the same) empowered to widen and alter streets al- ready laid out in the village, and also to lay out and make streets and roads, as they shall think ne- cessary. Lands and houses of any persons may be taken, on making reasonable satisfaction for the same, in the manner prescribed. An assess- ment must be made of the value of the lands and buildings so taken, and also of the benefits to the owners of houses and ~~ in the village, and such

assessments are obligatory on all persons con- cerned. |
If a tax on any property in the village is unpaid, and the owner cannot be found, or has not a sonal property whereon to levy, then a sale of the said property can be made for the lowest term of years at which any person will take it, and pay the tax and charges.
The village may be divided into pump and well districts, and pumps and wells may be made on application to the trustees of a majority of the per- sons owning property to be benefitted thereby, or whose property will be assessed for the payment of the same

AsstracT or an Act To ESTABLISH A Boarp or HeatTH IN THIS VILLAGE, AND FOR OTHER PUR- poses—Passed April 9, 1824.
The Trustees of the village for the time being are constituted a Board of Health, with power to appoint a Health Physicran, whose duty it is to visit and inspect all vessels coming to the wharves or landings which are suspected to have on board any pestilential or infectious disease, and stores and places having any unsound or damaged goods, &e.
No vessel, subject to the examination of the health officer af New-York, shall approach Brook- lyn nearer than the Quarantine at Staten Island, without a permit from him. Vessels having per- mits shall in six hours afte: their arrival deliver it to the president of the board, under a penalty of fine and imprisonment.
Any vessel lying at or near any of the wharves or landing places, which the board of health believe to be dangerous to the health of the inhabitants,

may be ordered off to the distance of at least 500 . yards. If the order is disobeyed, the offending

Persons keeping boarding or longs houses, shall, between the Ist June and 15th November, within six hours after any sea-faring man or 80~ journer shall be sick in such house, make report in writing thereof to the board. And masters of ves- sels and others may not, between the days afore- said, remove any sick person from a vessel into the village, without obtaining a permit for that pur- pose from the board of health.
The board have power (by the consent and ad- vice of the inhabitants, in @ public meeting held for the purpose) to issue their proclamation prohi- biting or regulating intercourse by land between the village and any other place.
All persons in the village, not being residents thereof, sick of a pestilential or infectious disease, and all things deemed infected, may be remo’ to the hospital of the village, or to any other place which the board think fit.
Putrid and unsound beef, pork, fish, hides, or skins, may be destroyed by order of the board.

Horses or Carriages—not to be driven in the streets faster than five miles an hour—penalty five dollars ; parents, guardians, masters, and mistres- ses liable for the penalty.
Streets—not to be obstructed by goods, lumber, or carriages, longer than one hour, (except where building or repairing houses) nor holes dug, or heaps of dirt left in the streets, or horses shod therein, or sod dug. therefrom, or from the open grounds, under the enalty of five dollars; nor fires made therein, under the penalty of ten dollars.
Sunday—no servile work or labor, buying or selling, or showing goods for sale, permitted on Sunday, (except small meat, milk, and fish, before nine in the morning) penalty five dollars ; persons sporting, playing at ball, or pastimes—if above 14 years old, forfeit one dollar each—(works of cha- rity, piety, or necessity, are excepted in the above aw.

Hogs—not to run at large—penalty 3 dollars each, to be paid by the owner, and pigs one dellar each; hogs may also be impounded and sold for the penalty ; the president of the board may em- ploy a person to put the law in force—shall pay the informer, &c, two thirds of the penalty.
Cartmen—to be licensed—no unlicensed person to drive for hire ; cartmen refusing to employ their

cart, unless then engaged, forfeit 3 dollars—asking more than allowed by law, or guilty of fraud, for- feit five dollars and their license; any cart or wagon may be hired by the day, to remove cung, earth, &c.
Fires—chief engineer, or in his absence, the old- est fire-warden to command at a fire—the trustees, magistrates and fire-wardens, must repair to fires, and may order all suspected and idle persons to a distance, and order citizens where to assist; per- sons refusing, forfeit 2 dollars. Constables must repair to fires with their badge of office, and obey trustees, magistrates and fire-wardens, in arresting and keeping persons in custody, under penalty of 5 dollars. All occupants of houses, &c,. must keep the necessary number of buckets ready, and deliver them at fires—penalty 1 dollar; and 1 dollar each month they do not keep the necessary number of buckets: persons taking from fires and wilfully keeping other persons’ buckets, forfeit 5 dollars, Chimneys and stove pipes taking fire from ueglect of being swept, the occupant forfeits 5 dollars.— Tradesmen making shavings, must each day re- move or keep them in a safe place—penalty 5-dol- lars. No candle or lamp to be used in a stable, unless in a lanthorn—penalty 5 dollars.
Nuisances—any Trustee or inspector, in the day time, may enter into, and inspect places, &c. and report the state of them to the Trustees, who may order them so altered as may prevent nuisances—no offensive water or substance to be kept on any place—butchers must wash and keep their slaugh- ter houses free from noisome smells, and destroy their offals—no person may cast or leave a dead carcase in any street or lot—inspectors must report

no tubs removed or sinks cleaned, except between 10 o’clock at night and 4 in the morning; in all breaches ofthe foregoing laws, penalty 10 dollars— and 5 dollars a day for not complying with a writ- ten order, &c,
Cleaning Streets—no dirt or rubbish to be put in a paved street, and left there six hours, except where building or repairing. Occupants of hou- ses fronting paved streets, must on every Tuesday and Friday morning from Ist of April to Ist of De- cember, before 10 o’clock, cause all rubbish on their lots to be laid in a pile in the street, and must clean their gutters, and sweep all the dirt from the middle of the street in front of them to such pile, to be removed by the person appointed by the Trus- tees—penalty 2 dollars. Persons building must remove dirt and stones cast in any street, within 24 hours, unless licensed by the Trustees—penalty 2 dollars—no trade or business may be carried on in a street, or on a side walk—penalty 2 dollars:
rsons not cleaning the paved street, forfeit 2 dol- ars; and the persons employed by the Trustees may do it, and recover double the value of the work besides the penalty.
Bathing—No person is permitted to bathe, be- tween sun-rise and sun-set, if any of the waters of the East River, between the foot of Jay-street and Pierpont’s distillery, under forfeiture of $5.
Dirt—No dirt or earth can be taken from any street or public highway—penalty $5.
Weghts & Measures—All weights and measures are required to be sealed by the Viilage Sea'er.
Numbering of Buildings—All_ uild.ngs are to be numbered in conformity to the di: ections oi the su- perintendant, under a penalt on the occupant of 50 cents for each week’s neglect.
